New Horizons is a cross-government programme of action published in December 2009, with the twin aims of improving the mental health and well-being of the population, and improving the quality and accessibility of services for people with poor mental health.
It describes an overall strategy and action plan, and includes issues such as early intervention, tackling stigma, promoting wellbeing, and personalisation.
